CHECKLIST FOR DEVELOPMENT OF A WIND FARM

The Wind Turbine Generators:

Inspection of the height of the center of the rotor (hub height)
Inspection of the total height of the blade tip.
Inspection of the colour of the tower, nacelle and blades.
Inspection of logo marking on the nacelle, and the colour of it.
Inspection of the rotors RPM
Inspection of the noise level of the WTG at:

The turbine it self

The inhabitants neighbouring the wind park

Inspection of the site layout (micro siting)
Inspection of Visual impact seen from relevant spots
Calculation of the production of the wind park based on the micro siting and estimated wind resource

Sensitivity analysis on the production versus various wind speeds (estimate +/- 10%)

Civil Works:

Secure the land rights by signed agreement with landowners.
Get a Land Surveyors statement that the area is free of memorials or religious landmarks etc.

that can object to the construction of the wind park and that the area can be utilised for the purpose.
Based on site layout perform soil test on selected WTGs placing.
Get specification on the turning radius required by on site transport of the equipment.

Especially the towers and blades.

Design the site layout in respect to on site service roads, storage space and road turns.
Design the on site building for switchgear, workshop and control room.
Check possible requirement for fencing. 

Electrical Works:

Specify and design the connection to the high-tension overhead lines according to local codes and regulations.
Get statement from the utility that the specified HT connection is possible
Design the trenches on site based on local codes and regulations.
Design the substation based on local codes and regulations.
Specify the MT voltage for power cables in ducts on site.
Examine the possibility of local supply of equipment and manpower.
(PPA) Get statement from the utility or the government that the utility have an obligation to purchase the power at the specified price (preferable in US$ or Euro) during a fixed period.

Included in the PPA, the position of the meter from where the power supply

and the energy purchase is measured, shall be specified.

Transportation:

Examine the harbor for landing suitability and crane.
Examine the roads, possible tunnels and bridges from the harbor to the site.
Get freight specification from WTG supplier for complete number of containers, and measures on other equipment for the total supply. 

Get freight specification from electrical supplier for complete number of containers, and measures on other equipment for the total supply.


Get statement from local authority regarding possibility of inland

transport of the equipment.

Installation:

Examine availability of local cranes
Examine availability of local manpower at right skill level
If not available at the local vicinity, examine the cost of mobilisation of the crane (evaluate the possibility to have the project purchase a crane (ex. second hand). 

Examine the availability of boarding for installation and commissioning crew.

Control and monitoring:

Evaluate weather the WTG supplier shall forward a Power Curve Guarantee

and whether this shall be based on a site-calibrated metmast. In that case a test-metmast shall be established on the exact position of one or more selected turbine(s) to represent the total number of turbines.

The test-metmast is correlated to another matmast that is established in the

prevailing wind direction of the test wind turbine.

The two met masts will have to be in operation for a period of not less than one month with wind in the prevailing wind direction with the two metmasts in line.

When the site calibration (correlation) is performed the test-metmast can be

dismantled and the test wind turbine can be erected.

Specify the SCADA system for the wind park and determine how the

data can be stored and/or transferred.
Specify the cabling on site (wire or light conductor) and whether they can run in the ducts for the MT power cables.

Operation, Maintenance and Service:

Specify for the WTG supplier the length of the Service

and Warranty in number of years.

Arrange for local operators to be hired of the

Operation Company as on-site personnel.


Get recommended list and price for spear parts for the length of the agreement.
Specify storage space for the onsite spare parts (to be on site or in nearby warehouse).


Insurance:


Get quotation for transport insurance.
Contractors All Risk insurance.
Other insurances during operation.


Project construction management:

Make an estimate and description of the total requirement of the management of the on-site works during the construction, in respect to on-site Project Manager, number of Supervisors from the supplier of WTG’s and electrical equipment.

Further their board and lodging shall be examined and number of travels to and from their home country.


Estimate the set-up of temporary buildings for office workshop storage and sanitary service facilities.
